Cali Combat Systems is presenting Active Shooter Response Tactics (ASRT) Preparedness Seminars in the San Diego local area and globally. Our workshops are based on Active Shooter Accredited Certifications from renowned organizations such as the Department of Homeland Security, FEMA, Israeli Krav Maga Experts, and top Gun & Active Shooter/Mass Casualty Experts. Everyone has a role in preventing and preparing for potential active shooter situations. This course is designed to provide guidance to individuals, managers, and employees, enabling them to respond effectively in an active shooter situation. Active shooter incidents have revealed some harsh realities, as reported by EMS1.com:

  1. Despite advice to Run, Hide, Fight, victims often have little to no options to run or hide

  2. The shooter typically does not cease killing until met with force.

  3. The longer it takes to engage the shooter, the more casualties occur.

  4. Many people are shot and killed before the police arrive, even with a rapid response.


Don't be a victim. We advocate for a proactive, citizen-based approach to mass shootings, akin to the training and equipment used for other emergency situations. Emergency responders may not arrive fast enough to prevent mass fatalities. The citizen's response becomes crucial due to the factor of time. Citizens under attack need to neutralize the attacker and provide initial severe bleeding control to victims. Our training focuses on empowering civilians with the necessary skills to take decisive and effective action.


Understanding the Effectiveness of an Unarmed Civilian Response:

  • In 21 incidents (13.1%), unarmed citizens successfully restrained the shooter.

  • 46% of events conclude when citizens or police apply force.

  • Victims resolved two and a half times more incidents than the police.

  • Citizen response is statistically more common and effective in stopping armed persons due to proximity.

  • An unarmed person stopping an armed person is more frequent than another person with a gun.


Incorporating these statistics, we stress the importance of a well-trained and prepared response, especially in Active Shooter, Mass Casualty, and Homegrown Terrorist scenarios, considering Crowd Dynamics and Active Shooter situations.


Law enforcement is a critical field, and even security guards face risks beyond those encountered by normal citizens. This training equips individuals with tactics to understand and respond to unforeseen threats. While we do not encourage becoming a vigilante, decisive, aggressive direct action can mitigate loss of life. Proper risk assessment, ensuring personal safety and that of loved ones, and a safety game plan are essential aspects of the training.


An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area, often using firearms without a discernible pattern in the selection of victims. These situations are unpredictable and evolve rapidly.

The threat of indiscriminate gun violence persists, and active shooter preparedness training efforts continue to intensify. The goal is to equip people with the latest life-saving preparedness training, ultimately reducing the body count.


ASRT Course Objectives:

Upon completing this course, participants will be able to:

  • Understand the history of significant Active Shooter Incidents through survivor stories and expert perspectives.

  • Recognize potential Workplace Violence Indicators.

  • Learn direct actions to prevent and prepare for potential Active Shooter Incidents.

  • Maximize chances of survival and reduce liability.

  • Overcome the natural instinct to fight, flight, or freeze (freight).

  • Bypass the OODA Loop.

  • Implement civilian response options "Escape, Barricade, Defend" and "Stop The Bleeding / Start The Breathing."

  • Defend against and disarm guns (projectile weapons, long and short), knives/sharp objects (edged weapons), baseball bats/ballistic batons (blunt weapons), and Kabuton/Dulo Dulo (impact weapons).

  • Prevent Active Shooter Incidents by recognizing behavioral indicators on the Pathway to Violence.

  • Develop preventive and protective measures.

  • Disarm an Active Shooter on premises (for schools, corporations, and houses of worship).

  • Use the E-PAD Protocol to prevent or mitigate an event at an organization.

  • Take direct actions when confronted with an Active Shooter and when responding to law enforcement officials.

  • Begin civilian response: Tactical Emergency Medical Treatment.

  • Facilitate police, EMS, and fire department response.

  • Manage the consequences of an Active Shooter Incident.

  • Develop an Emergency Action Plan with guidance from subject matter expert instructors.

  • Begin developing a Critical Incident Response Plan.

  • Develop communication and incident plans for employees.

  • Set up an Emergency Notification System/Incident Communication System.

  • Identify strengths, weaknesses, and gaps in physical security and planning considerations via breakout sessions.

  • Build relationships with local first responders.

  • Coordinate with first responders before, during, and after an incident.
